Car accident

Why can't I be in a car accident with someone that has insurance?? Wednesday, I was in yet another car accident that wasn't my fault. Nothing too major, but more than a fender bender. Guy blew right through a red light. I hit him, he carried on and left the scene. Now guess whose insurance co is on the hook to fix my truck, and guess whose premiums are going to go up -- AGAIN?
